The Role of Diaspora in National Development

Peculiarity of the subject: Somalia has been is now going through post civil war reconstruction and significant ipart of its national revenue is from European Union and the United States. But of recent, there have been rise of foreign remittance pouring into the country from Somali who migrated and settled in foreign countries, i.e USA & Europe. My essay wishes to expnad further the important role the diaspora can play in the affairs of Somalia if the current government establishes a Diaspora Affairs Office to prioritize the critical role this office can play in engaging the diaspora community. With this issue in mind, I would like help in rewriting the following paragraphs and develop it into well written as well as captivating article. Here is my draft: A strong national policy and programme for the Somali Diaspora is critical to domestic stability, national development and constructive international cooperation. The Federal Government of Somalia, therefore, must establish a dynamic entity or a Diaspora office which will be tasked to work on a program of action to harness the untapped potential of the expatriate community, and to respond to the concerns of diaspora groups and international organizations, and engage them constructively with all the stakeholders involved in the national development process of Somalia. There are significant advantages in setting up an Office of Diaspora Affairs. The roles and responsibility of the office would include an emphasis on highlighting the importance of diaspora engagement in reconstruction and capacity-building; and an identification and assessment of diaspora organizations and individuals, and the contributions they can make towards reconciliation, peace-building and nation-building. It must be stressed that diaspora contributions ought not be limited to the financial or commercial realms, but should also include technical and professional expertise. The Diaspora office should ensure that the diaspora contribution match Somalia’s national, international priorities and capacities. An Office of Diaspora Affairs would also seek to encourage visits to Somalia of some of the discontented Diaspora community so they can assess for themselves what is taking place and what remains to be done, and more importantly, how they themselves need to be a part of the country’s plans and future. Every effort should be made to build loyalty and seek buy-in and counter misperceptions among some of the diaspora communities. Ultimately, the windfalls of successful engagement with Somalia’s diaspora will be felt by the country through improved relations between communities, increased national unity and stability, and more positive international positioning. Diaspora engagement is not a small or easy task but it is one that can no longer be overlooked in any effort to take the country forward towards genuine reconciliation, human development and promote a robust sense of National Pride in the face of the enormous security challenges prevailing in the country.
